Katz specializes in helping federal healthcare agencies modernize systems, break down organizational silos, optimize program performance, and harness the value of data through AI technologies. He brings over 20 years of expertise in implementing major government healthcare initiatives, including the Medicare Modernization Act, the Affordable Care Act, and the Medicare Access and CHIP Reauthorization Act.
An expert in developing public data resources for research using administrative, clinical, and survey data, Katz addresses critical issues such as program integrity, interoperability, and value-based care. He has a proven record of winning set-aside and unrestricted contracts on Government-Wide Acquisition Contracts (GWACs), as well as agency-specific Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and Blanket Purchase Agreements (BPAs).
Prior to joining Sky Solutions in 2021, Katz played a key role in scaling a woman-owned small business from a 50-person boutique policy shop to a firm of 400+ associates.
